It might be best to start with a little history. In the very beginning the Region actually held three camp outs billed as the Regional Festival pre-2007, which was when the first "official" Eight Winds was held.
To my knowledge, the first "regional" event was held in southern Oregon at Jim Creek campsite. It was hosted by the Rogue River Grove (aka Clan of the Triplehorses). It was attended by a total of 20 people which seems like a small turnout but remember in 2003, our region only had 30 ADF members. A warrior's ritual was held on Friday as someone was being deployed. On Saturday the Grove's Seer held a exhaustive tarot workshop followed by a ritual in the night at the water's edge.
The next year, Abhainn Glas Grove (aka Golden Apple Protogrove) held it in Champoeg Park with a very public Summer Solstice ritual.
In 2005, the event was held on at the Oregon Coast at the vacation home of Chelle, Deputy Regional Druid at the time. Author John Michael Greer gave a presentation on modern Druidry and Troth Oregon Steward, Jane Ruck, gave a presentation on the Norse pantheon. Later, Jane led a ritual on the beach.
